Worldwide ICT Development Index (IDI)

Read another report published by the ITU entitled “Measuring the Information Society 2010”. In this 120+ pages report, a chapter was dedicated to the analysis and ranking of IDI’s among 159 countries (including Hong Kong and Macau). One objective of this index was to “measure the level and evolution over time of ICT developments in countries and relative to other countries”. Although the Report was published in 2010, the IDI’s as published in this Report were those in 2007 and 2008.

This Index was actually a composite index made up of the following 3 sub indices:

Access sub-index captures
It captures ICT readiness and includes five infrastructure and access indicators: fixed telephony, mobile telephony, international Internet bandwidth, households with computers, and households with Internet.
Use sub-index

It captures ICT intensity and includes three ICT intensity and usage indicators : Internet users, fixed broadband, and mobile broadband.

Skills sub-index
It captures ICT capability or skills as indispensable input indicators and includes three proxy indicators : adult literacy, gross secondary and tertiary enrolment.

Due to the more “indirect” nature of the indicators employed for the Skill sub-index, the Skills sub-index has less weight (20%) in the computation of the IDI compared to the other two sub-indices (40% each).

Hong Kong ranked 11th in 2008 (10th in 2007) in the combined IDI. Interestingly, Hong Kong ranked number 1 in the Access sub-index (both 2007 and 2008), but ranked 70th in the Skills sub index (even lower than Macau) – what a great disparity!! And what does this imply?
